Question: What are the non-teacher eligibility criteria for Wisconsin Retirement System (WRS) participation prior to January 1, 1990?
Answer:
From January 1, 1982 until January 1, 1990, Wis. Statutes §40.22, required employers to enroll non-teaching employees in WRS if:
1) they were hired with the expectation that there would be at least 600 hours of actual performance of duty per calendar year
and
2) the expected duration of employment was 24 months.
Previously ineligible employees became eligible after completing 600 hours of actual performance of duty in each of three consecutive calendar years. Coverage then began on the 601st hour in the third year.
Before January 1, 1982, the eligibility requirements were found in Wis. Statutes § 41.02 (6). Employees in non-teaching positions were eligible for participation if they were in a position that was expected to require at least 600 hours of actual performance of duty each year.
Note: Enrollment is based on the eligibility laws and statutes at the time of enrollment. There may be criteria that employees need to meet prior to participating in the WRS.
